R12.1.3 : Do I need to run autoconfig on database after patch 17631895

Hello,

I am applying the January 2014 CPU patches to our eBusiness Suite DEV environment. After applying patch 17631895,
the second post-install step says to run Autoconfig.

Does this step mean that Autoconfig must be run on the application server alone? Or should Autoconfig also be run on the database server?
