1.5.10.2 : question about 11i.ATG_PF.H.delta.6 in doc id 444524.1

We have upgraded one environment in 11.5.10.2 in 2007.
Now we want to apply patch 11i.ATG_PF.H.delta.6
In doc id 444524.1 ,
In our environment TCO3 (extract from adutconf.lst):

BIS is inaciif. In this case, do we have to upgrade to 11i.BIS.L and 11i.BIS.L.delta.4 , as mentionned in note 444524.1 for 11i.10 with Business Intelligence implemented ?
