Data migration miss-match after upgrade from 11.1.1.4 TO 11.1.2.3

We are in the process of upgrading from 11.1.1.4 TO 11.1.2.3.  To migrate our data, we have used both the "Apps Copy Utility" and export / import Schema. No matter what method we use, we have encountered a bug where  validationAcccounts are getting updated with the different values in 11.1.2.3 than from what existed in the source version 11.1.1.4.

Has anyone encountered this issue?  Are any quick and efficient work-arounds?
