API to create new tax and/or rules

Hello

Does R12 provides for API to create mass taxes, tax rates , tax rules etc.

Product Version 12.1.3

This question has backdrop of 11i upgrade to R12 . Tax groups and tax conditions were used heavily (170 tax groups, 1350 tax conditions) in 11i which now needs to mapped to R12 since migrated taxes cannot be modified.
