Unable to import files from External system to Oracle WebContent Center

Hello,

We have a requirement where legacy application is generating a transaction file and this file will be imported into Fusion Incentive Compensation application (SaaS based). As per my limited knowledge we could not import direct files into Fusion. We have to upload first into WebContent Center then from here we can import into Fusion Incentive Compensation module.

I am stuck here which Oarcle utility and API need to use to upload this file into content center so than we write/call a procedure in legacy application?

or there is any simplest way by which we can integrate these two application?
