Create Accounting & Transfer Journal Entries to GL

Can anybody explain on usage of  Create Accounting & Transfer Journal Entries to GL in R12?

I found that there is a certain scenario where 'Create Accounting' fails to post the AR transaction to GL and same is considered by the request - 'Transfer Journal Entries to GL'.
