Two step upgrade process without Transactional Data

Hi Experts,

We are upgrading from siebel 7.5.3.15 SEA to 8.1.1.11 SIA and the requirement is like customer don't want to keep the transnational data in the upgrade cycle.

Eg: contact,accounts data have to be loaded through EIM and all other transaction data will be archived and access through EBC or VBC.

So when we carry out test/prod upgrade do we need two step upgrade to be done or can we directly export upgraded Dev Database and import to test env?
