PO Dispatch fails with more than 20 lines when publishing via an XML document

We are on 9.2 and have discovered that if you create a PO with more than 20 lines and attempt to Publish the dispatched PO as an XML document the process fails!  Is there another setting that we are missing?  Any help would be greatly appreciated.  Thanks in advance for your help.
