Saving a Chart to a File (no internet connection)

We have an application that runs in two domains.  Saving a flash chart to a file (image or pdf) works from the domain with internet access, but not from the domain without internet access.  We do not get an error, just the whirlybird that goes on and on forever. In both cases, we are hitting the same application server.

The chart's Region Source has references to //download.macromedia.com... Since I have no internet access from one domain, this is likely the problem.  I don't see any difference in IE versions or settings.  Is there a "piece" to install from macromedia.com on the application server?
