ORA-16532: Data Guard broker configuration does not exist

I am installing DataGuard between primary and standby databases. When I run show database 'PrimaryDB', I get success, but when I run show database 'StandbyDB' via DMGMRL, I get

erro saying "Failed to retrieve status for StandbyDB, and ORA-16532: DataGuard broker configuration does not exist

Then if I run "show configuration", I get ORA-16610: Command "broker operation" is in progress, followed by DGM-1707: unable to determine configuration status.

I thought it was not done yet, configuring the standby, so I let it sit for an hour but still nothing changed.


Can someone help me diagnoze the problem?
