Unable to apply NLS custom patch in OeBS (12.1.3) via Patch Manager

Hi All,

During the patch creation it does not  allow to select Norwegian Language. Ebusiness is configured with Multi language. Attached screenshot.

Select a language patch and applying it gives error: "NLS language is not installed in this instance".
