Cannot shipment partial for Kit component ???

Dear All,

I have a kit item and want to sent kit item component partial, than error message comes from Confirm Shipment " Check customer billing information and/or Sales Order details"

Before I was set customer billing information -> Partial Shipment allowed. and i saw on F4211 -> field APTS = N, I think this problem for partial shipment, but why it could be APTS=N when I was set customer billing information -> Partial shipment allowed

Please someone advise me, and i sent file sample in attachment
