How To Restrict Users to access/Update/Delete Attachments by responsibility

Requirement: We have 10 Member AP Team and 1 Supervisor, requirement is all the team can upload attachments, but only AP Supervisor should be able to Edit/Delete the attachments.

We are on R12 1.2

Please give a solution
