SR update note functionality-R12 vs. 11i

We recently upgraded to 12.1.3. Previously in 11i we were able to navigate to an SR > Tools > Notes, enter some text in the note field, click on note details, go back to the note field and complete the text before saving the note.

In R12, we go to the SR > Tools1 > Notes, enter some text in the note field, click on note details, go back to the note field and it is grayed out. No additional changes can be made. The note is saved.

Is there a way to obtain the same note editing functionality that we had in 11i?
