Prevent Partial Part Order Shipments

Is there any setting that would prevent the shipment of part orders if one or more of the items were not in stock in the sourcing location? I tried testing with CSP: Ship Complete set to "Yes" at the user level and then again at the responsibility level hwoever, this had no effect. We are trying to restrict shipping part orders unless all items may be shipped together.
