FDMEE: EBS to Planning > Drill-Through Regions Not Created in Essbase despite FDMEE reporting succes

Everything else is working great!  When exporting the dataload to the planning application, the job completes successfully, with two steps reporting success:

Create drill region HPL_DRILL_REGIONS = success

Export balance data to Planning application [FCAPLAN8] = success

Detailed log reports from FDMEE show...

2014-03-04 11:39:57,568 INFO  [AIF]: [HPLService] Info: Creating Drill Through Region for Process Id: 137

2014-03-04 11:39:57,751 INFO  [AIF]: [HPLService] Info: Drill Through Region created for Process Id: 137

And the Essbase log show it received the commands as well [log detail below].

BUT, no actual drill region is created (isn't showing in EAS).  I found a support article that said to delete the old regions.  But I have no regions to delete.
