Having issue with our planning export from prod to Dev instance

We have exported All Data option in Essbase from our production to our non production instance but we are getting our Consolidated data in the target(dev instance). We have opened a SEV1 SR but no resolution as of yet.

I read in some Oracle note that if the database is "Aggregate Storage then it is only possible to perform a Level 0 data blocks export". What does this mean? how do we check to see if this could be our problem not getting Consolidated data at our traget(dev instance).
