Cancelling approved POs

Hi, I have a Q. There is a PO - OP|90031, status 230|999. By looking at Order Activity Rules, it seem that this PO was approved and then cancelled. Now the approver (who approved the PO initially) got the notification as attached but she is able to only reject it and not approve it. Is it an expected behavior? What should she do to finalize cancellation from her side? Thank you.
