How to Change Default Tax Applicability for New Tax to Applicable?

We are on EBS R12.1.3.   This is not a migration from 11i.

I am unable to make a new Tax available for transactions, because I cannot change its default tax applicability setting of Not Applicable to Applicable.

Does anyone know how I can change this?

Navigation to replicate error: Tax Configuration => Taxes.

Query up newly-created Tax using:  Regime Level = Country; Country Name = Switzerland; Tax = 04224 SWISS VAT.

Click the Update button for Tax '04224 SWISS VAT'.

Check ON the Make Available for Transactions checkbox.

Set Default Primary Recovery Rate Code to '04224 Tax Recovery'.

Click the Apply button.

Receive error:  This tax has a default tax applicability setting of Not Applicable. Either change the default setting to Applicable or create at least one tax applicability rule.
