Unable to use Email option to send the Proposal anf Other Docs

Hi Team,

I recently came across the wonderful feature to Email 'created' proposal within system only. However, when I went ahead, I found the 'TO' field is not enabled. Can somebody please help me to understand how can I add the users under it so that I can send any proposal docs to them. I want to use this feature to send the email to the people within the Organization as well as the outside users, whom which we are doing the business, please educate me for the same.

I tried many ways however, unable to activate the To field. Please find my attached docs to understand my issue further.
