WSHFSTRX.fmx Form generation failed while applying patch 14017681

The following Oracle Forms objects did not generate successfully:

wsh     forms/US        WSHFSTRX.fmx

An error occurred while generating Oracle Forms files.

Tried manually as well using frmcmp and adadmin but still getting error.
