How to make the quantity of an item in a specific subinventory on hold

I have in my warehouse some defected goods

I need to make them on hold

no one can use them specially for shipping

by creating a new sub inventory

make it not include in the ATP

make it not reservation

make it not nettable

is this enough? or I need to add material status to disallow transaction?
