12cR2: Question about incidents marked on LDOMs

I recently upgraded to 12cR2 and unfortunately I am not very impressed. Discovery now takes a very long time and restarting the upgraded proxy controller takes more than a hour and a half compared to twenty minutes for the 12cR1 U4 release. In addition I have now several LDOMs having the blue incident icon in the BUI. Looking more closely, these incidents has the following details:

The Proxy Controller management access point of domain <domain> has not been upgraded yet: This can take some time. Do not install or upgrade the agent on the hosting control domain until this incident has been cleared. Make sure the Proxy Controller has been upgraded and the logical domain is reachable.
