Buyer who is not added in Position hierarchy can submit and forward PR/PO to anyone

Hi,

We created employee with Buyer set. Buyer raised PR and submit for approval while doing same he choose an hierarchy and select any name who is in that hierarchy. PR went to Him and approved. Same scenario executing for Purchase order too. Logically it wrong right? Please clear. We are 12.1.1
