Please tell me how would i raise a service request

Hello everyone

I am new to MOSC please could someone tell me how to raise a service request reading an error that I have in Oracle EM when trying to use Oracle Apex to send email

My error in EM looks like this

ORA-7445 [kghalf()+121] [ACCESS_VIOLATION] [ADDR:0x18E6AADC] [PC:0x8ED453F] [UNABLE_TO_READ]

where do I go from here to resolve this . Thank you
