ePro Requisition

I have a Requisition that is showing Approved status on HDR and Line levels, but is going back through workflow.  I can see that the Requisition in question was previously approved and sourced to a PO, but then resubmited with no changes and it retriggered workflow.  Has anyone seen this before and how do we fix?
