FCM Public Dashboard

Hi,

I am trying to figure out the Public Dashboard:  I thought it was to set the dashboard for users (any and all).  However, when I set the public dashboard (as an admin), and log in as another user (Power User).  The dashboard is not visible.

I tried to google it, but I cannot find anything.

We are on 11.1.2.3.
