Critical Patch Update January 2014 has been updated?

I've just started deploying Critical Patch Update Jan 2014 on my servers.  All going well, but went to take a look at the README and found the download page https://updates.oracle.com/download/18074667.html had changed.

It now says "last updated: 16-FEB-2014" Why has this changed?  I was under the impression that the CPU was a snapshot and never changed.  If it does change, where is the notification of what, when, and why the change has gone in because I haven't found any info on it.

One change I think is included is it now includes patch 150031-05 which came up recently in an Alert.  So I decided to download the patch separately to install on my T4 series.  I've actually discovered it causes me ssh problems on to an LDOM service domain (over different vlans only) so uninstalled the patch to fix my problem.  I'm now wondering if there's a bunch of other things the updated CPU corrects that might be very important.
