Ship to location for PO releases

Hi SMEs

We have 11i instance. We need to know how PO releases is driving ship to location in case requisition are generated from ASCP.  We have defined ship to locations in the following places. which one should be considered in PO releases?

1.Organization

2.Supplier header

3.Supplier Site

4. BPA

Any one throw some light on this would be appreciated.
