How to add U03 stat code to CFEDU03 Tax Area in P06TAR? (Canadian Payroll)

I am receiving timecard errors "Home Company Tax Id Invalid" when using EI Rate Code U03 in tax overrides.  I have set up the Corporate tax ID CFEDU03 and assigned it to the correct company.  I found the Tax Area X-Reference screen (P06TAR) and noticed that CFEDU03 does not have a corresponding Stat Code U03 assigned to it.  This screen does not allow me to revise and add the stat code to this tax area.  Is there a way for me to add this cross reference that I feel is obviously required?

Also, when adding a new employee U01 is the default for the EI Rate Code in tax overrides.  Is there a way to change the default to a different tax area code?
