Oracle PIM Sync On Demand - Not available

Hi, I'm the administraor for our CRM instance and I've got all the settings to enable PIM Sync, but when I go to My Setup -> Data and Integration Tools, it just says 'This view is not accessible'.  Is this a paid add-on that I need to go back to Oracle for or am I missing something?
