siebel tools, some projects unable to checkin

Hi,

am doing a development setup for demo purpose, so installed the siebel server and siebel client and siebel tools application in same machine.

my issue is, some projects am unable to checkin, even though i have followed the steps

1. i have set the following in my tools.cfg

EnableObjectCOCI         = TRUE

2. i have enabled "toggle allow object locking" enabled for my project (enabled this by logging in as sadmin using server datasource in siebel tools)

i couldnt see any errors or warning in my logs.

any pointers in resolving this issue..
