R12.1.3 : need assistacne to apply patch 14489591 on EBS environment

Please refer the bug number Bug 18348739 - ORA-3137 [3149]  

1) apply patch 14489591 on the client side - this means the "client" as
   seen from the server side, which in an EBS environment will be the
mid-tier, ie. the Application Server

2) make sure the client application CMCACW is properly relinked after
applying the patch -   You need to apply the patch to the mid-tier from where
CMCACW@EBSAPPUDP01 is executed, ie. the Application Server, which is based on
a 10.1.0.5
