Form Personalization

I have a peculiar requirement which I am hoping to solve with form personalization. Need help in doing that.

I am creating a requisition and click on the distribution button and then to Projects tab. I select a project and if I select a particular project say 'X' then I need the system to limit the LOV for 'Expenditure org' to 'Y' if the Project Type is 'Capital Projects'. If they select any other project number whose 'Project Type' is not 'capital Projects' then nothing happens and the complete list appears.

Can someone please tell me a detailed set by step as I am not very technical.
