BOM Route Changes

We want to change the name or 1 work station in the bill of materials for over 1000 parts.  We uploaded the changes using the Routing Import Z File - P3003Z1 ZJDE0001.  Then we ran the Routings Z file Processor R3003Z1I but have received a "Record Invalid" on every record we process.  The work center indicates that there is already a record open for a change operation.  I've run the process through debug and can see that it's failing during business function N3001780 - F3003 Edit Line.  The business function is written with event rules but I don't know how
