Patch 10295607:R12.AR.B prerequisite clarification

Hi,

Apps 12.1.1

patch 10295607:R12.AR.B has a prerequisite patch 9449218:R12.OKL.B, which requires release 12.1.2, but patch 10295607:R12.AR.B is supposed to be applicable to release 12.1.1.
Please clarify if patch 9449218:R12.OKL.B can be applied to release 12.1.1 or if there is a on-off patch similar to 10295607:R12.AR.B that will not require release 12.1.2
