How to setup ASR distribution list within MOS ?

Hi,

IHAC who complained about lack of Oracle action following critical ASR issued on friday evening :

1) ASR was sent by email to the system engineer team that do not work during the week-end. Oracle tries to phone the given contact name that was a system engineer, therefore the issues has not been addressed until the monday morning...

Now is looking to setup an automatic EMAIL and phone contact  when ASR creates an SR but as there is two different operational team requires two different sending policies

1) Operation team (or Pilots) are able to receive ASR 24/24 but do not have enough expertise to filter them regarding the end user potential impact.
