Missing $FMW_HOME/webtier/instances//EBS_web_<sid>_OHS1/opmnctl

I've upgraded from 11.5.10.2 to 12.2.4 -  following the documents provided in V41328-01.zip (specifically 1320300.1) and the "Oracle® E-Business Suite Upgrade Guide Release 12.0 and 12.1 to 12.2 Part No. E48839-02".  All of this completed without error.

When I try and start everything (single node) I'm getting the error:

/u01/app/r12/fs1/inst/apps/r12b_r2d2/admin/scripts/adopmnctl.sh[153]: /u01/app/r12/fs1/FMW_Home/webtier/instances/EBS_web_r12b_OHS1/bin/opmnctl: not found.


IN my $FMW_HOME/webtier there is no 'instances' directory.  I decided to see if this was an issue with rapidwiz, so I laid down a new upgrade filesystem and checked it's $FMW_HOME/webtier and there was no 'instances' directory. Is this a known issue with 12.2.4? I"m using the latest startCD.
