EBS component looking at wrong stack

I have a test EBS 12 instance and database running on port set 2 (under hpux). I added the 11i apps from a split architecture test to the same box on port set 3. The component adalnctl will not start - and reports this service for the 12 EBS is already running. Is this a port overlap? I cannot find any references to the EBS 12 in anything in the environment - yet adalnctl is trying to start and stop the Version 12 software. All other serverices appear to start normally.
