Error while submitting Debrief

Hi All,

I am getting the below two errors whenever i am trying to debrief a material item .Even though the item is not serialized as well as locator controlled .In the second case we have defined relation ship between the bill to address as well as the contact name used on the bill to .Even though  i am getting the two errors for any item i am trying to debrief

An instance could not be found for the item and location information provided. Item ID: 301465. Organization ID: 510. (SUBINV=SRAPA) (LOCATOR=)

API Error (CS_CHARGE_DETAILS_PVT.Create_Charge_Details): &TEXT. API Programming Error (Validate_Charge_Details): The value "627811" for parameter Bill_to_Contact_Id is invalid.
