OEM upgrade 12cR2 to 12cR3 missing plugins directory

in Enterprise Manager Generic (MOSC) Question

Hi,

I downloaded the 3 disks for upgrade of my OMS. MD5SUM verified, all looked good.  After unzipping the files I tried to start the installer and received this error: "plugins directory

is not available. Copy or download the ZIP files containing the Enterprise Manager software to a directory, extract the contents of each of these ZIP files in the same directory, and then invoke the installer."  Now when I extracted disk3 it ask to overwrite a number of directories, was that the issue?
