Upgrading to R12.1.3 and enabling NLS

Hi everyone!

I've just installed a new R12.1.1. Vision Demo instance, and I need to both:

- Update it to R12.1.3

- Enable NLS for Latin American Spanish (ESA).

I've been through several documents and discussions, and I think this should be my course of action:

1- Update to 12.1.3 (patch 9239090)

2- Activate the new language (ESA), vía License Manager.

3- Run adadmin, and Maintain Multi-lingual Tables.

4- Run adgennls.pl and upload the Translation Synch. Patch (TSP) request.

5- Download the TSP and apply it with adpatch.

What I'm not certain of, is if I really need to apply the R12.1.1 NLS patch for the language.  Should I need to, can I apply it
