How to Restrict access single/batch payment creation for a user without Menu exclusion at Resp. Leve

All,

I am looking for a solution  in R12

We need to restrict certain  AP users not to make payment(single or batch) from any of the OUs.

But we do not want to create new Responsibility and exclude  Menu/Function.

Is there a way to restrict payment function only  in R12 through some sort of security.  We have 26 OUs. Creating new Responsibility and menu exclusion is not practical
