What's the use of Custom Bill taxes?

Hi,

Can someone details the use of Custom Bill taxes please on 11.5.10.2.

We have many Custom Bill taxes created since Oracle implementation. They are end dated and disabled many years ago.

But if we check the record history in Tax Codes > Tax Type 'Custom Bill' ,

we can see that records have been last updated by our end users (not so long ago) who don't have access to this setup in the first place!

Please explain what am I missing here.
