multiple expense reports in two different HR organizations

Hello Friends

One of our employees HR assignment is changed today and was assigned a new internet expenses reponsibility however there are some pending expense reports in the old HR organization assignment, when the employee is trying to withdraw and submit the old expense report it is not allowing the employee to submit

We are in R12.1.2
