'Transfer to Internal' button under 'Owners' section greyed out for a few resources in IB

Hi All,

We have two resources with the same responsibiltiy attached 'IB User' & the same Roles.

But for one of them the 'Transfer to Internal' button under the 'Owners' section in Installed Base in greyed out while it is owrking perfect for the other resource.

Any suggestions please?
