After upgrade from 11i to R12, county not a required field in r12 as well as not defaulted once stat

Hello Team,


As mentioned above, in 11i when we define new customer County is mandatory and defaulted once state is selected. In r12 County is not a required field and doesnt give a LOV or default values. Any idea why is it happening so?
