Shipped quantity is different from delivery quantity

hi , could you please help with a below scenario which cause some issue between OM and AR consolidation.

We have an order with order line quantity as 40 and we have reserved the order line with 30 quantities, but when we did the ship confirm after the dispatch advice, oracle shipped confirmed all the 40 quantities and invoice get generated for 40 quantities whereas the dispatch advice was for only 30 quantities.

let me know if anyone can give me any light on this and how I can able to reproduce it.
