How to create Oracle Wallets for the Apache WLS plugin?

I have standalone instances and clusters of weblogic that are fronted by apache proxies using the WLS plugin, to use the secure proxy I now need to use OracleWallets instead of the TrustedCACert parameter. Where are the utilities to create oracle wallets that come with WLS 12c and 11g? So far my research points to only being available with database installs or larger FMW installs.
