Is iProcurement mandatory for a buyer to create work confirmation (Service Procurement module) ?

My client surprisingly has licenses for Service Procurement but not for iProcurement or iSupplier.

It is ok, since we do not plan to use Contractor request part of iProcurement. However, what I want to understand is if we can use Work Confirmation(by Buyer) functionality of Service Procurement (Complex PO) without enabling iProcurement.

I am able to create a work confirmation from the Buyer Work Center screen by doing Action - Create Work Confirmation (when I am at Update Pay Items screen - at PO Lines). I have attached screenshot.

Thoughts ?
